Company Overview
Bell County Water Control & Improvement District #1 (WCID 1) is a wholesale water and wastewater district created and operating under the provisions of Article XVI, Section 59, of the Constitution of Texas and Chapters 49 and 51 of the Texas Water Code. We are located in the heart of Texas about 45 minutes north of Austin just west of Interstate 35. We provide high quality potable water to Fort Cavazos Military Reservation, the cities of; Killeen, Belton, Harker Heights, Copperas Cove, and Nolanville along with 439 Water Supply Corporation. Regional Wastewater Treatment services are provided for Fort Cavazos Military Reservation and the cities of; Killeen and Harker Heights. A regional compost facility is an integral part of our wastewater treatment services.
Company History
Camp Hood (now Fort Cavazos) was authorized by the War Department in January 1942 near the community of Killeen, Texas. By 1952 an abundant source of water was needed for Fort Cavazos and its surrounding civilian communities. Initially the Federal Government provided all of the infrastructure and the water supply for the base and surrounding civilian communities. A ruling from the Federl Government established that a public water supplier was necessary to serve the military and civilian needs. A group of businessmen from Killeen, led by banker, Roy J. Smith worked through the Texas Board of Water Engineers to establish Bell County Water Control & Improvement District #1.
Today Fort Cavazos is the largest military reservation in the free world and the population served is 300,000 and growing.
