Description

The City of Oklahoma City is the 20th largest city in the nation and serves approximately 694,800 residents in a four (4) county, 621 square mile area. Twenty-two (22) City departments provide a wide array of municipal services and programs. Additionally, municipal trusts play a significant role in the operations of major facilities and services. One of the trusts, the Oklahoma City Water Utilities Trust (OCWUT), was created to lease, operate, maintain, improve, and finance the utility systems. The current OCWUT 5-year capital improvement program (CIP) is in excess of $1.79 billion.

 The City of Oklahoma City, Utilities Department, is one of the largest City departments with over 800 employees, ten divisions, annual budget of $850 million, and provides water, wastewater, and solid waste management services. We serve over 1.4 million residents in central Oklahoma delivering an average of 100 million gallons of water each day through retail and wholesale service connections. Eighteen cities and rural water districts contract with Oklahoma City. The treatment and distribution system consists of two water treatment plants, four wastewater treatment plants, 4,000 miles of water pipe and 3,000 miles of sewer pipe. The Oklahoma City Water Utilities Trust (OCWUT) was created to lease, operate, maintain, improve, and finance these systems. It also has a 50-year contract with the federal government to operate, maintain, repair, and replace water and wastewater facilities at Tinker Air Force Base. Oklahoma City relies on water from two sources, the North Canadian River supply, and the Southeastern Oklahoma supply. Canton, Hefner, and Overholser Reservoirs receive water from the North Canadian River. The Stanley Draper Reservoir receives water from the Atoka and McGee Creek Reservoirs located in southeast Oklahoma via a 100-mile, 60-inch pipeline. In 2019, OCWUT began constructing the second 100-mile, 72-inch Atoka Pipeline to provide additional capacity. OCWUT continuously plans for future water supply needs and has secured additional water rights in southeast Oklahoma from the Sardis Reservoir in the Kiamichi River basin. The construction of a 30-mile pipeline connecting the Kiamichi River to the existing water supply system is anticipated to begin within the next five years. The Utilities Department has talented, committed staff, engaged leadership and is seeking a forward-thinking, effective leader to be its next Utilities Engineering CIP Manager.

This classification is located in the Capital Improvement Project Execution Section of the Engineering Division of the Utilities Department within the City of Oklahoma City and reports to the Utilities Deputy Director of Engineering. The primary purpose of this classification is managing and implementing multiple Utilities Department capital improvement programs, supervising professional, technical, and administrative staff, and serving as the primary City contact regarding the planning and execution of large, complex capital improvement programs. 

ESSENTIAL JOB FUNCTIONS

  • Develops overall budgetary goals, management of work projects, and objectives for each Capital Improvement Project.
  • Manages the capital improvement budget program from conception design through project closeout including providing phase updates on associated programs and addressing current and future needs.
  • Plans, organizes, assigns, and reviews all projects delegated to subordinate staff.
  • Participates in and oversees the development of plans and specifications for utility engineering projects, cost estimates, schedules and workplans.
  • Ensures engineering projects comply with plans and specifications by developing and maintaining standard specifications and details. 
  • Maintains and updates execution-related portions of the quality management system to ensure projects are executed in conformance with the division’s quality management system. 
  • Implements engineering and construction contracts.
  • Provides technical expertise to subordinate staff in diverse work units.
  • Remains up-to-date on current regulations to improve engineering methods and procedures.
  • Ensures coordination with the appropriate operations divisions (e.g., Water Quality), other City departments, and other external agencies for the project execution and alignment. 
  • Attends and presents to various boards, commissions, Oklahoma City Water Utilities Trust (OCWUT) and City Council as required.
  • Establishes, interprets, and recommends policies that may impact both department and City-wide operations.
  • Serves as point-of-contact to engineering consultants, architects, contractors, developers, internal staff, and the public to exchange technical information on utility engineering.

Requirements

MINIMUM QUALIFICATIONS

  • Bachelor of Science degree in Civil, Mechanical, or Environmental Engineering. 
  • Minimum of seven (7) years’ experience with water and wastewater system engineering practices and principles.
  • Minimum of seven (7) years’ experience in the field of utility engineering.
  • Possession of a Professional Engineer’s License issued by the State of Oklahoma or a state having reciprocity with the State of Oklahoma.
  • Possession of Project Manager Certification preferred.
  • Minimum of seven (7) years of progressive experience with complex system and data analysis to develop maintenance requirements for staff and recommendations for capital improvement projects. 
  • A minimum of seven (7) years of progressive experience implementing condition assessments of water and wastewater systems. 
  • A minimum of seven (7) years of progressive experience designing and reviewing water distribution and treatment plant projects and/or wastewater collection systems and treatment plant projects. 
  • A minimum of seven (7) years of progressive experience in contract administration and project management to include large capital projects programs.  
  • Possession of a valid Driver License (Operator).

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of engineering design practices, techniques, materials, equipment, cost estimates and budgets relating to water and wastewater utilities work.
  • Knowledge of program planning with a broad professional and technical background.

WORKING CONDITIONS

NoteTypical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. REMOTE WORK - One day, per week (dependent on projects). 

PHYSICAL EFFORT
