The Central Valley Water Reclamation Facility (CVWRF) is searching for an Electrical/Controls Engineer. In collaboration with the Chief Engineer and Assistant General Manager, the Electrical/Controls Engineer assists with capital improvement projects including planning, design, project management, consultant management, procurement, and construction management to verify that quality facilities are designed and constructed to meet the long-term needs of CVWRF. The Electrical/Controls Engineer will assist developing the annual budget for engineering related activities and capital improvement projects.  The Electrical/Controls Engineer will use the NexGen CMMS system and other asset management tools to track assets and assist in the development of the long-term CIP.

In addition to capital projects, the Electrical/Controls Engineer will assist with the collection, analysis and tracking of facility data and will support the Operations and Maintenance Departments with troubleshooting of process and equipment issues and will support the Finance Department in monthly billing activities.  The Electrical/Controls Engineer will also assist with permitting and will interface with Utah and federal agencies on effluent discharge, stormwater, biosolids, pretreatment, and air permitting.  This position will supervise engineering technicians and construction inspection/management staff.

Essential Duties and Responsibilities include:

• Assists Central Valley Water Reclamation Facility (CVWRF) Management and Board with implementation of facility policies, procedures, and management directives.
• In coordination with the Safety Department, interprets and enforces safety requirements and regulations to ensure that proper safety procedures are followed. Ensures adequate training of facility personnel under his/her supervision in safe job practices and procedures.
• Administers and updates CVWRF’s SCADA Master Plan, the CVWRF power system model, and CVWRF design guidelines for electrical power and control systems.
• Prepares plans, specifications and bidding documents for equipment procurements and smaller value construction projects.
• Serves as project manager/technical leader for CVWRF process instrumentation and controls systems projects, electrical power distribution and analysis projects, or other large or complex projects or programs (provided by others). Provides quality control review and approval of plans, final design documents and reports prepared by others. Provides guidance and direction during design and construction to engineers, technical staff, or project managers. Reviews current needs and makes recommendations to operations and engineering division management concerning upgrades/capital improvements.
• Supervises and directs construction inspection efforts to verify and document that construction is completed in accordance with design plans and specifications and sound industry standard practice.
• Coordinates directly with CVWRF IT staff regarding modifications to facility network architectures, systems, or components.
• Develops condition assessments, criticality assessments, cost estimates and other information necessary to actively manage assets using CVWRF’s NexGen CMMS software. Develops asset management reports on electrical rehabilitation and replacement needs and associated costs.
• Works with facility personnel to establish operating and maintenance procedures. Assist in troubleshooting facility performance problems and developing process and operational strategies for their correction. 
• Assists with Wasatch Front Water Quality Council research activities and provides input on future research to assist CVWRF and DWQ in establishing appropriate power, control, and industrial instrumentation criteria to meet facility permit limits.
• Develops understanding of Utah Division of Air Quality Regulations as they apply to energy sources at CVWRF and assists in monitoring sources, permit compliance, and renewal activities.
• Provides mentoring and professional development of staff under his/her supervision. Promotes and implements Arbinger principles.
• Engages in active membership in state, regional and national professional associations including, Utah Section of IEEE, International Society of Automation (ISA), Industry Applications Society (IAS), and others as appropriate. Is involved in committee and organizational leadership as appropriate.
• Engages in the delivery of papers and presentations at conferences, public meetings and CVWRF Board meetings.
• Attends meetings as required or assigned, training sessions to update skills and certifications as needed.
• Other duties may be assigned.

This job requires strong analytical and technical abilities and demands fast, but carefully thought-out results. Strong leadership and control of the work process from beginning to end is necessary. The job centers around developing new ideas, systems and technology, and also analyzing and improving on old ones. A high level of expertise is expected and the ability to spot and correct errors is important. Work must be done right and quickly, while always focusing on accomplishing the goal and demanding the highest quality work from co-workers and subordinates. Interest and energy focuses primarily on the work at hand, with negligible inclination for small talk or social involvement. The broad scope of the job demands a factual, direct and authoritative style of communication.
