Position Summary: This management position is responsible for managing Engineering and PDE capabilities. In addition to management skills and experience, the candidate must possess fully developed technical skills required to make management/technical decisions at the DC Water Blue Plains Advanced Wastewater Treatment Plant in Washington, DC. This multi-faceted position requires experience and capabilities in the following areas: Program Management, Project Management, and Task Order Coordination
Principal Duties & Responsibilities
Assist with development of strategies associated with planning, scheduling, estimating, and potentially bundling CIP Projects for implementation.
Provide guidance with respect to the way that multiple delivery mechanisms (CIP, task orders, Basic Ordering Agreements) are integrated into a single program.
Plan, schedule, estimate CIP projects.
Maintain activities using the DC Water P6 system for monthly costs, projections, schedules and budgets.
Assist the Department of Wastewater Engineer (DWE) with development of project scope for selection of Engineer of Record (PDE) for project.
Assist in the evaluation of PDE cost and scope proposals, and the subsequent negotiation associated with these proposals.
Assist in development of formal agreements, and other documents required for brown folders.
Assist in management of PDE work and design efforts related to executed PDE contract.
Assist DWE in management of design review phases, workshops, meetings, and project design coordination.
Coordinate distribution of PDE design documents for design reviews. Compile design review comments and manage responses, coordinate closure of all design review comments.
Assist in the development and documentation of design workshops.
Assist DWE in management of bid phase services, including coordination of PDE efforts.
Assist DWE with development of documents required for evaluation of construction bids received.
Assist DWE in development and acquisition (from selected low bidder) of documents required for construction award/brown folder.
Assist DWE and the designated CM and PDE with construction phase services (services during construction.
Assist DWE with the closure of PDE contract/agreement and all supplements.
Task Order Coordination:
Assist in development of scope, schedule and budget of task orders.
Manage execution and completion of the following task order(s): workshops; investigations; coordination of subcontractors; manage expectations of DWE, Operations, and other interested parties; development and management of task order documents (through CM14); PowerPoint presentations; technical memorandum and/or technical reports development; and closure of task orders and transition of task to CIP (P6) or other execution.
Experience and Knowledge: (Minimum education, experience, technical and communication skill levels, and licenses/certificates normally required to perform the duties of this position)
Must have a minimum of 15 years of progressively increasing responsibility regarding wastewater treatment facilities.
Must have a solid technical understanding of treatment processes.
Must have strong technical writing and verbal communication skills, including preparation of letters, memos, proposal, reports, etc.
Must have experience in managing projects and project deliver.
Must have P.E., with the ability to quickly obtain reciprocity in Washington. DC (if needed)
Project Management certification is preferred, but not required.
Additional Salary Information: Commensurate with experience.
