As a member of the DMG team, this position provides senior level consulting services to transportation agencies by performing needs assessments, data and research collection and analysis, application of DMG and industry methodologies to develop effective solutions and recommendations. A senior consultant will possess in-depth knowledge and experience in consulting services and/or practice area such as: maintenance and asset management, business processes, planning, transportation services, engineering or information technology, and can apply this knowledge/experience to specific assignments independently. Senior consultants are encouraged to develop cross-functional skills, which enables them to work on projects in multiple practice areas.
Preferred education/experience may include the following depending upon the area of assignment:
Education: Public or Business Administration, Economics, Engineering, Urban Planning, Transportation, or Computer Science.
Experience: Business process development improvement and/or re-engineering; transportation planning/management, construction planning/management; IT strategic planning and project implementation.
Knowledge, Skills & Abilities
In-depth knowledge and understanding of business practices, policies and procedures within the area of assignment such as: capital program management, public sector planning process(es); transportation planning, business process re-engineering; engineering and/or information technology.
Proficient in the fundamentals of project management with the ability to use various tools and techniques to develop, document and maintain a consulting project work plan.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Knowledge of various DMG methodologies and work processes applicable to area of assignment as well as common industry or functional methodologies. Ability to identify and apply the appropriate methodologies and/or systems solutions and/or combine practices, methods or procedures, if applicable, to meet project objectives.
Ability to communicate effectively on various levels within a client organization and modify communication methods depending upon the requirements of the audience or contact person. Ability to effectively present information and respond to questions from top management, public groups, and/or boards of directors, clients, managers, peers, and the general public.
Ability to read, analyze, and interpret: statistical reports, systems, process/procedure documentation, general business periodicals, professional journals, technical procedures, or governmental regulations, common scientific and technical journals, financial reports, and legal documents.
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to write technical and/or statistical reports, complex business correspondence, procedure manuals and extensive project summaries and documentation.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Essential Duties & Responsibilities are described below. Other duties may be assigned depending upon project, client or workflow needs.
Acts as senior consultant on a project assignment and will lead the effort in defining the client's need or problem area, and in determining the scope of investigation required to obtain effective solutions.
Assists the project/engagement manager in the development of the project work plan and in identifying research data and appropriate methodologies for application to project tasks/objectives.
Works directly with client in gathering information, formulating research/analysis approach, developing deliverables, and hands-on problem solving.
Establishes and maintains positive working relationships with clients, subcontractors and other firms to ensure successful project completion. May coordinate, review or assign work to client contacts, sub-contractors or DMG consulting or support staff. Manages time and quality control on delegated work.
Assists in project administration by communicating and documenting project status and reporting results of research and analysis to project manager and clients.
Gathers data through observation, system analysis, process review, review of client materials/documentation and/or client interviews to identify core business processes, systems or needs.
Researches data sources and develops and conducts studies and/or surveys on need or problem to obtain additional or benchmarking data required for appropriate analysis and solution development.
Independently analyzes data to determine solution such as: establishment of formal policies and procedures, installation of alternate methods and procedures, changes in processing methods and practices, modification of equipment or systems, or redesign of products or services. Assists in the development of formal recommendations and solutions based on effective analysis of all data.
Writes summary and final reports of research processes, findings, and recommendations. Develops and delivers oral/visual presentations.
Identifies opportunities for additional project work with existing clients and assists in the development and writing of marketing proposals.
Acts as a technical resource in area of assignment for other project teams, junior consultants and other practice areas. May provide actual work products/deliverables, marketing support or general consulting advice as required.
Acts as a client advisor during the implementation phase of a project if applicable. May train clients on alternate or improved methods, systems, practices or procedures if required.
Builds credibility for self and entire DMG project team by interacting with clients in a professional and ethical manner at all times.
Actively pursues personal development objectives and competencies in area of assignment and contributes to the development of consultants, associate consultants and support staff through peer feedback and mentoring.
Work is primarily performed remotely and at client sites. Ability to travel is required.

Minimum requirements for this position are:
Master’s degree and 2+ years related experience and/or training; or equivalent combination of education and experience.
Previous consulting experience as an internal or external consultant is highly desirable with exposure to public sector or government business processes, products or services preferred.
Previous experience providing written deliverable documents to government agencies.
Travel to client sites will be necessary.
