Position Summary: Incumbent is responsible for the engineering service requirements of all infrastructure components including pavements, bridges, and buildings on the Indiana Toll Road. Responsible for the coordination and delivery of all required annual reports to stakeholders.
Direct Relationships: • Reports to and is directly accountable to the Chief Operating Officer • Collaborates with other members of the Executive Team and Department Managers to ensure approved annual plans are implemented, asset management targets are achieved and required service levels are provided
Position Responsibilities: • Promote and leads a culture of safety within the Infrastructure Department • Promote and support ITRCC’s vision and values • Provide leadership in and support the ‘culture of safety’ in all ITRCC activities • Provide input to the development of company strategy, policies and business practices • Provide direction and leadership to Infrastructure team of employees • Prepare and submit for approval the annual work plan and operating/ capital expenditure budgets, based on long-range planning. • Responsible for the continuous review and monitoring of engineering policies and procedures, including effective lane closure monitoring and reporting to minimize traffic impact and revenue loss. • Manage the engineering services and consultants required by the ITRCC ensuring compliance with all contractual obligations, Concession Lease Agreement provisions, relevant Government and Industry Standards and Codes of Practice • Maintain current ITRCC files on the following; Operations Manuals, Highway Capacity Manuals, AASHTO – Design Manuals – Bridges, Roadway Geometrics Drainage, Utility Permit Procedures • Maintain files for all Construction Records for the Toll Road • Frequent interaction with INDOT, local transportation officials, neighboring agencies and business partners. • Working within the Infrastructure and Operations team, coordinate the timely repair of facilities across the asset while maintaining an annual forward look to improvements • Oversee with staff ITRCC’s asset management system efforts with a look for continual improvements and system expansion. • Submits on a monthly, quarterly and annual basis various management reports detailing accomplishments and project delivery status. • Working directly with the roadway maintenance leadership team, make recommendations on annual preventative maintenance (PM) and inspection activities with a goal of extending asset life. • Recommend and coordinate annual maintenance training to enhance PM skill levels needed to maintain a healthy PM and inspection regime. • Oversee pavement condition surveys and reporting, roughness index, rutting index, skid resistance, traffic statistics, bridge inspection and traffic safety management • Provides direct support and guidance to the COO for decision making purposes
Qualifications: • Bachelor’s degree in Engineering • Must be a Registered Professional Engineer licensed in the State of Indiana • Must possess and maintain a valid drivers license
Desirable Experience: • 5-7 years senior engineering experience including management of major works and responsibility for asset management • Excellent communication skills both written and orally • Must possess decision making and problem solving abilities as well as having the ability to direct and motivate staff • Must be very detail orientated • Proficient computer skills, such as Microsoft Word, Excel and Outlook
