TRRA is the owner of the Merchants Railroad Bridge in St. Louis, Missouri. The Merchants Bridge consists of three 518’ through-truss spans built in 1890 over the Mississippi River and approach spans on both the Illinois and Missouri sides of the Bridge. TRRA intends to replace the existing main spans with new trusses built to current standards for load ratings and structural clearances (the “Project”). The Project also includes the structural encasement of the existing piers with piles drilled into the bedrock below the river. The Project also includes encasing the East approach on the Illinois side of the Mississippi River in a cellular concrete fill supported by structural culverts to allow flooding. New track will be installed throughout the Project limits. The Project site is an in-service Freight and Passenger Railroad Bridge and, as a result, a safe working and operating environment is the TRRA’s top priority. The Construction Engineer position is of limited duration, from approximately Summer 2019 until Fall 2022 while construction of the Project is being completed. There may be the possibility of regular employment opportunities with TRRA after the Project is completed.
TRRA is seeking to hire a Construction Engineer to administer the Construction Contract and provide quality assurance that the construction conforms to the contract documents. The Construction Engineer will perform a variety of assignments such as: reporting any unsafe conditions; monitoring construction progress; monitoring schedule compliance; recognizing construction or engineering problems; reviewing in-progress construction work and documenting observations; providing quality assurance audits of Contractor’s quality control plan; auditing Contractor’s Safety Plan; maintaining Project files.
Primary Activities and Responsibilities
The Construction Engineer will be responsible for the monitoring of all field construction administration activities under minimal supervision and to report whether construction is completed in compliance with the design and contract documents. The successful candidate will demonstrate the following:
Fosters a safety culture on the project site.
Has experience with or the ability to become knowledgeable about FRA On-Track Safety and OSHA regulations.
Thoroughly knowledgeable about plans and specifications and has ability to read shop drawings.
Prepares project documentation, including photos.
Provide QA of structural steel erection processes.
Facilitates project progress meetings.
Communicates as needed with Engineer of Record for resolution of Requests for Information, Submittals, Non-Conformance Reports
Assists in the overall administration of the Project.
Monitors construction progress to measure compliance with contract requirements and schedule.
Prepares Daily and Monthly Reports.
Provides verification of materials.
Works with Contractor to resolve conflicts in the field.
Assists with preparation, documentation, and negotiation of Change Orders and Construction Change Directives.
Assists with monthly contractor progress payment process.
Assist in Administering any grants associated with Project
Bachelor’s degree in Construction Management or Engineering strongly preferred plus 10 years construction-related experience.
Understanding of construction methods, including standards, equipment, processes, and safety considerations, and an ability to read and interpret complex contract documents.
Strong written and oral communication skills, including the ability to maintain good working relationships with contractors, management, and coworkers.
Proficiency with computer applications such as Microsoft Word, Excel, Acrobat Adobe, and with mobile devices such as tablet computers.
Knowledge of AISC and AWS Codes and NDT.
A valid driver’s license and good driving record.
Working at job site, construction trailer, and in an operating railroad field environment. Work may sometimes require working in inclement weather, working around heavy construction equipment, and doing extensive walking.
Ability to safely climb structures using fall protection and work at heights inspecting a structural steel truss.
Ability to work in confined spaces in cofferdams under the Mississippi River.
