The City of Fort Worth Water Department is seeking a Senior Utility Rate Analyst to perform a variety of complex analyses to determine water and sewer retail and wholesale costs of service, and develop rates. The position will analyze historical and projected financial and operating data/trends to assist in determining rates and developing long-range financial forecasts.
The Senior Utility Rate Analyst job duties include:
Conduct and analyze water and sewer cost of service studies and rate studies.
Develop retail and wholesale rates for water and sewer service.
Prepares written cost of service and rates reports.
Develop estimates of revenues to be generated based on volume analyses and various rate design scenarios.
Develop and analyze revenue forecasts for the current year based on past trends.
Conduct long-range forecasts of revenues, expenditures and debt service; calculate the future impact on system-wide rates for water and sewer service.
Analyze complex trends, in terms of management or operating information requirements.
Develop mathematical models to analyze management and operational trends using sound mathematical techniques.
Make presentations and interact with retail rate structure stakeholders and wholesale customer advisory groups regarding rate design and other financial, budgetary, and contractual matters.
Submit request for proposal (RFP) requests for consulting services when necessary.
To be successful, the person in this position should demonstrate:
Ability to communicate and interact effectively (both written and oral) with internal and external stakeholders, from internal fiscal staff and departmental management to the Budget Office, City Manager’s Office, and the department’s Retail Rate Structure Stakeholder group and Wholesale Advisory Committees.
Knowledge of rate design principles and allocation of costs across customer classes.
Experience in utility rate setting procedures, methods and variables.
Experience in mathematical models development and application.
Ability to manipulate data in spreadsheets and perform analyses of data.
Preferred experience includes:
Knowledge of methods and techniques used to conduct a variety of analytical studies.
Knowledge of specialized computer applications used in utility rate setting and financial plan development.
Knowledge of principles and practices of general accounting and budgeting.
Knowledge of enterprise financial and budgeting systems such as PeopleSoft ERP and Hyperion
Minimum requirements include:
Bachelor’s degree from an accredited college or university with major coursework in finance, mathematics, business administration, public administration, or a related field.
At least four (4) years of experience in general and/or municipal budgeting and finance dealing with revenue requirement determination, cost allocation, rate design, and other areas related to these duties.
