MassDOT owns approximately 300 miles of rail that various railroads use for freight and passenger service per agreements between the operating railroad and MassDOT. MassDOT spends over $50M each year to keep its rail properties in a state of good repair and to make smart investments to modernize and expand rail capacity in Massachusetts.
MassDOT is looking for an experienced project manager who can oversee the railroad contracts and who can manage and deliver the rail projects that MassDOT funds.
A proven project manager who is experienced with
railroad track construction,
railroad right of way structures and materials,
railroad maintenance equipment and practices,
railroad operations and safety practices,
FRA regulations and inspection requirements,
general construction, including construction funded by state agencies.

The successful candidate will be expected to work with consultants, railroads, and MassDOT/MBTA staff to develop plans, contracts, agreements, scopes and schedules relative to all maintenance, rehabilitation or new construction projects on MassDOT Rail owned property and rights-of-way consistent with policies established by the MassDOT Rail & Transit Division. The successful candidate may be required to respond to emergencies, answer inquiries, and meet field needs outside of normal work hours.
Duties and Responsibilities
Managing the project development process, contracting, agreements, oversight, implementation and evaluation of railroad construction projects being or to be carried out on MassDOT Rail owned or controlled property. Establishing and updating the scope, schedule, and budget are essential parts of this task. This task will also include reviewing and approving invoices to assure timely and appropriate payment.
Oversee and manage maintenance work done on MassDOT owned or controlled property. This will include participating in the development of a maintenance plan and budget, as well as reviewing and evaluating the responsible party’s compliance with that plan. Establishing and updating the scope, schedule, and budget are essential parts of this task. This task will also include reviewing and approving invoices to assure timely and appropriate payment.
Oversight and monitoring of selected projects that MassDOT funds on other railroad property (ex: Sec. 130 funded grade crossing projects; Industrial Rail Access Program projects). Set budgetary, performance, quality goals for all work to be performed in conformance with good railroad practice and applicable state & federal requirements, in a timely and cost effective manner. Develop and/or maintain records, plans, specifications, agreements, procurement documents, inspection reports. Oversee and manage work performed by design consultants supporting MassDOT. Travel statewide, as required, to perform required work activities.
Provide and facilitate coordination with federal, regional, state and local transportation, planning and economic development officials, rail operators and shippers regarding rail projects conducted by MassDOT Rail & Transit Division.
Participate in the development of an Asset Management System for MassDOT’s rail portfolio and support that work by securing, organizing, and providing information on the condition, use and needs of MassDOT properties.
Participate in the annual development of MassDOT’s Capital Improvement Plan, including scoring and recommending a program of projects that accords with available resources and reflects the Commonwealth’s policies and priorities for rail.
Manage MassDOT’s agreements with operating railroads. This includes oversight of the railroad’s activities to the extent that that oversight is contemplated by the agreement, providing regular reports on compliance, and recommending action on requests that the operating railroad may make.
Manage statutory processes (ch. 161 C options and ch. 40 sec. 54A permits), including serving as hearing officer.
Assess safety elements of current program and help develop safety oversight program, if required by FRA or other.
Recommend improved business practices for carrying out the above and related responsibilities.

Bachelor’s degree in a relevant technical or scientific field, or in technical project management.
Ten years of experience as a project manager responsible for rail projects.
Project Management Professional (PMP) certification a plus.
Experience working with railroads and the Federal Railroad Administration.
Ability to pass the Railroad Workers Protections Test (note: successful candidate will be expected to pass the RWP test for the railroads that MassDOT owns or funds).
Understanding of OSHA requirements and compliance.
Have a valid driver’s license & be able to travel to any part of the Commonwealth.
Knowledge of Railroad track construction, project management, FRA regulations and inspection requirements, general construction, safety principles, railroad maintenance equipment;
Able to prepare and review plans, specifications, agreements, procurement documents, inspection reports and budgets;
Takes initiative, follows-through on tasks and produces results on project management.
Possess leadership skills with a collaborative management style that will facilitate interaction with supervisors, colleagues, customers and corporate partners;
Excellent verbal, presentation and written communications skills, including group settings and in public meetings;
Excellent organizational skills and ability to multi-task; high customer service focus with attention to detail, accuracy, and on-time delivery;
Direct experience working with members of the public and elected/appointed officials, Experience working with Federal agencies;
Proficient in the entire Microsoft Office suit and in data management.

Minimum Entrance Requirements
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
1. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
2. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
3. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
4. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
