This position manages the overall operation of the wastewater treatment operations area in such a manner as to meet all Local, State and Federal requirements. Responsible for the efficient, safe and economical operation of the Water Campus Water Reclamation Plant (WRP), Advanced Water Treatment (AWT) Plant, Gainey Ranch (WRP) Water Reclamation Plant and the Desert Mountain and Westworld Non-Potable Recharge Facilities.

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following tasks:
Performs highly technical work including organizing, directing and reviewing all activities related to the City wastewater treatment system including the operation of the Water Campus, WRP, AWT, Gainey Ranch WRP, Desert Mountain and Westworld Recharge Facilities.
Supervises employees and coordinates personnel-related activities, to include but not limited to: training, approved work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
Develops and supervises the application of techniques and methods in various process controls to increase the efficiency of the facilities operation.
Reviews comprehensive reports and provides detailed information and recommendations to the Water Reclamation Services Director.
Assists in the development, justification and implementation of various reports associated with the Wastewater Treatment Facilities.
Prepares the annual operation budget for the wastewater treatment.
Meets with city staff and consultants to determine if high cost items, such as electricity and chemicals are being consumed in the most cost effective manner.
Prioritizes and schedules all skilled field work, orders and maintains an adequate inventory of spare mechanical parts, and maintains preventative maintenance schedule of mechanical components and overall system equipment.
Supports the administration for various contracts, chemicals odor monitoring, equipment maintenance on specialized equipment used in the treatment process, landscape maintenance.
Develops plans and procedures for proper sampling of the treatment system to evaluate such things as water quality.
Reviews all plans for upgrades, new construction projects and replacement projects that affect the operation of the facilities.
Prepares comprehensive reports necessary to provide information as required by Local, State or Federal regulatory agencies.
Directs research and development of new processes or techniques in order to maintain an efficient operation.
Ensures staff compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures.
Ensures adherence to established safety procedures, monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
Initiates any actions necessary to correct deviations or violations.
Provides solutions in the more difficult technical or public relations problems.
Conducts facility tours as required.
Coordinates with Construction Project Managers on wastewater related construction and infrastructure improvement and capital projects.
Provides advice on future systems improvements deemed necessary to maintain expected increases in wastewater treatment requirements.
Plans in-service training for employees and completes performance plans and reviews.
Reviews operation and maintenance work through on the job inspections, conferences and reports.
Reviews and approves the operating and maintenance expenditures of the facilities.

Education and Experience
An Associate's degree from an accredited educational institution.
Eight years of operation and maintenance of a large complex wastewater treatment facilities including five years at supervisory level.
Experience with advanced computerized systems utilized in the control and monitoring of wastewater treatment facilities.
An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.
Preferred: Technical training and/or college courses in Water Technology, Biology, Chemistry or Management.
Licensing, Certifications and Other Requirement
Must have upon hire or promotion, a Grade 4 Certification from the Arizona Department of Environmental Quality in Wastewater Treatment.
Preferred: In addition to the Grade 4 in Wastewater Treatment, Grade 2 operator certifications within the discipline of Water Treatment and Wastewater Collections.
Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.
