THE COUNTY OF RIVERSIDE TRANSPORTATION DEPARTMENT HAS AN OPPORTUNITY FOR A TRAFFIC ENGINEERING DIVISION MANAGER IN RIVERSIDE
The Traffic Engineering Division Manager (Division Manager) will play a critical role in the overall administration of the Traffic Engineering and Design Division, which includes organizing and managing the Highway Safety Program, Traffic Investigations, Traffic Signal Operations, Traffic Design and Plan Check, Capital Projects, and Risk Management units. Additionally, the incumbent will be responsible for managing approximately 12 direct reports varying from Engineering Technicians, professional Civil Engineers, Engineering Project Managers, and contract consultants. The Division Manager will be tasked with working with various divisions to achieve desired results within the organization, representing the Department at local and State meetings, and ensuring compliance with the Manual on Uniform Traffic Control Devices (MUTCD), California Vehicle Code (CVC) and County standards for transportation projects.
The Division Manager must be a diplomatic leader who is politically savvy and has excellent written and oral communication skills, as they will be representing the County at various public engagements. The Department desires seasoned candidates who are registered Traffic Engineers in California, with at least five years of traffic engineering experience and those with knowledge and experience in grant writing and preparation.
Education: Graduation from an accredited college or university with a Bachelor's degree in civil engineering or transportation planning.
Experience: Five years of professional engineering experience, four years of which must have been in an engineering supervisory capacity in traffic engineering.
License/Certificate: Possession of a valid certificate of registration as a Professional Traffic Engineer issued by the California State Board of Registration for Professional Engineers.
Other Requirements: Possession of a valid California Driver's License is required at time of employment.
Knowledge of: Principles and practices of professional engineering or land survey methodology especially as they apply to the individual functions of the division to which assigned; pertinent State and federal standards and funding considerations; federal, State, and local funding sources and requirements and their impact on division activities; laws, rules, and regulations pertaining to division projects and activities; principles and techniques of modern management, organization, budgeting, and personnel management.
Ability to: Plan, organize, direct, evaluate, and coordinate the work of professional, technical, and clerical staff; analyze complex, technical, and administrative problems and adopt an effective course of action; supervise the conduct of comprehensive studies and preparation of reports including recommendations; make effective presentations to, and participate in a variety of meetings and conferences with other governmental agencies and the public; ability to establish and maintain cooperative relationships with those contacted in the course of work.
