The City of Grand Island, Nebraska is looking for a qualified candidate to fill their Wastewater Regulatory Compliance Manager position. This position ensures regulatory compliance with all applicable Federal, State and Local - Environmental and Safety Rules and Regulations, and with the OSHA equivalent for governmental entities in the State of Nebraska.

Perform tests on influent and effluent samples using wet chemistry, colorimetry and analysis using ion selective electrodes; monitor influent, internal and effluent flows to ensure proper treatment.
Maintain Quality Assurance/Quality Control (QA/QC) laboratory procedures.
Report plant problems to upper level supervisory or management staff; consult with supervisor to convey the needs of the treatment plant.
Conduct regular inspections of the treatment plant and processes; collect readings of equipment and chemical levels in the absence of Wastewater Plant Chief and/or Lead Operator.
Collect wastewater samples; perform laboratory tests on samples; determine water quality and adjust chemical feed rates accordingly. Must be familiar with wet chemistry/biology and laboratory techniques.
Maintain various records; clean and maintain laboratory equipment; notify plant maintenance staff of problems requiring their attention.
Maintain a log of laboratory results and equipment.
Maintain computerized databases of information regarding pre-treatment, FOG (Fats, Oil and Grease), plant process control and compliance monitoring; input data needed for reports; produce various reports as requested.
Monitor and analyze influent from industrial dischargers. Advise industrial sources when effluent testing falls outside permitted limits.
Maintain chemical inventory.
Ensure all laboratory testing and equipment used to conduct the testing meets or exceeds 40 CFR 136.
Ensure compliance with Clean Water Act, USEPA 503 Sludge Regulations, OSHA equivalent for governmental entities in the State of Nebraska, Storm Water Pollution Prevention Plan (SWPPP) and other regulatory programs associated with Department facilities.
Maintain and keep current, permits such as National Pollutant Discharge Elimination System (NPDES), Permit for Wastewater Treatment Plant Discharge, Storm Water Pollution Prevention Plan (SWPPP), Pre-Treatment Permits for Industrial Dischargers, Composting Permit and other associated permits.
Prepare or supervise assigned staff for preparation of, and submittals of, DMRs (Discharge Monitoring Reports), Annual USEPA 503 Sludge Report, NDEQ Staffing Plan, and other such reports.
Develop and implement a FOG (Fats, Oil and Grease) program within all appropriate Federal, State and local Rules and Regulations. Interact with the Hall County Health Department as necessary.
Prepare or supervise assigned staff in the preparation of Monthly Extra Strength Surcharge bills.
Recommend and develop policies and programs such as Confined Space Entry, Hazard Communication, Flagger Training, Lock-out/Tag-out, Blood borne pathogens, Resource Conservation and Recovery, Community Right to Know, Employee Right to Know, Spill Prevention Control Plan, etc.
Monitor sampling of Wastewater Treatment Plant Discharge, including supervision of sampling personnel and equipment used to collect samples.
Research various local, state, and federal regulations regarding safety and environmental issues.
Attend and participate in professional organizations.
Assist in coordinating wastewater environmental and safety activities with other City departments, outside agencies and organizations.
Participate in the development and administration of budgets; forecast additional funds needed for staffing, equipment, materials, and supplies.
Provide staff assistance to the Wastewater Plant Engineer and other supervisory staff.
Conduct routine safety training.
Develop and implement proper laboratory procedures.
Perform related duties as assigned.
Any combination of experience and training that would likely provide the requirement knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience in environmental permitting or compliance is preferred.
A bachelor's degree from an accredited college or university with major course work in engineering, science, or a closely related field is required.
License or Certification:
Possession of, or ability to obtain and maintain, an appropriate, valid driver's license.
Possession of, or ability to obtain and maintain, a valid Class IV Nebraska Wastewater Operator's certificate within 6 months of hire.
