Wheaton Sanitary District (WSD) is seeking an Executive Director to oversee and manage the operations of the District which serves approximately 63,000 customers. The District consists of over 67 miles of sewer lines in addition to having 120 additional miles owned by municipalities tributary to the District’s inceptors.
The Executive Director reports to a three-member Board and directs the activities of four (4) department heads, IT Specialist, District Engineer (consulting firm) and a contracted District Attorney, Strategic Financial Planner and HR Consultant. This position is responsible for developing business strategies that align with short and long-term objectives and ensuring operations produce results consistent with the overall strategy and mission of the District.
The ideal applicant will have a minimum of twenty (20) years increasing levels of responsibility with personnel management with some or all of this experience interacting with public agency boards. Ten (10) years of private sector experience, including personal management and accountability for profitability is a strong plus. Knowledge of wastewater management and operations, including the ability to monitor fiscal performance, interact with an appointed board, and handle public relations is strongly preferred.

Experience with and familiarity with the strengths and weaknesses of consulting engineering firms and wastewater vendors in the region is a strong plus.
Bachelor’s Degree in Civil Engineering, Pre-Law, Finance, Business or Public Administration, or a related field; Master’s Degree in a related field is a plus.
Licensed Professional Engineer (PE) in Illinois is a plus.
Familiarity with local entities such as DuPage County, City of Wheaton, Villages of Carol Stream, Glen Ellyn, and Winfield; Wheaton Park District; and DuPage County Forest Preserve District, Wheaton Lions Club, and the Flaxseed Club are a plus.
IEPA Collection System Operator Certification, Wastewater Operator Certification is beneficial.
Qualified candidates should possess managerial level experience that includes finance, administration, human resources, developing good working relationships with regulatory agencies, and effectively addressing environmental concerns. The job description is available upon request.
