The Town of Garner is seeking a highly motivated, skilled, knowledgeable Town Engineer experienced with growth and development, transportation and roadway projects, stormwater management and aging infrastructure. The role of the Town Engineer and Engineering Department is to oversee the development of public infrastructure which includes Town streets, sidewalks and storm drain systems. Engineering is additionally responsible for managing all capital improvement construction projects that are funded by the Town. The Engineering Department also manages the relationship with the City of Raleigh’s Public Utilities Department, which owns and operates the Town’s public water and sewer utility system. The Engineering Department oversees the growth and development of the Town’s remaining utility systems, including streets and storm drainage. The next Town Engineer will be effective in leading the Department in an engaged fashion both internally and externally while supporting the needs of a rapidly-growing community. Organizational and Position Overview: The Town of Garner operates under a Council/Manager form of government and provides a full range of services to its citizens, supported by the Town Manager, two Assistant Town Managers and 11 staff departments: Administration; Economic Development; Engineering; Finance; Human Resources; Information Technology; Inspections; Parks, Recreation and Cultural Resources; Planning; Police; and Public Works. Reporting to the Assistant Town Manager-Development Services, the Town Engineer works across departments, community stakeholders, citizens, developers, consultants as well as local, state and federal agencies to ensure that the goals of the Town are met. The position is responsible for planning and directing engineering projects; enforcing storm water regulations; administering engineering contracts; and serving as a liaison on utility issues with the City of Raleigh which owns the Town’s pubic water and sewer system. The Town Engineer oversees a budget of more than $600,000 as well as managing various capital projects from other departments (transportation, utility projects, etc.). Critical priorities over the next five-10 years include stormwater management, significant transportation projects with the expansion of I-540, erosion control and utilities coordination with partners; and development and management of side-walks, open-spaces and other infrastructure needs. Qualifications: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil engineering or related field and extensive experience in civil engineering work including 5-7 years of supervisory experience working with 3 or more direct reports. Local government work experience preferred. A PE is required. and Benefits: The full salary range is $83,408 - $130,146.
