East Bay Municipal Utility District (EBMUD), one of nation’s largest independent water and wastewater utility, invites qualified professionals to apply for the position of Supervising Wastewater Control Representative. Under direction from the Manager of Wastewater Environmental Services, the Supervising Wastewater Control Representative plans, directs, and reviews the work of a group of wastewater professionals in implementing EBMUD’s Pretreatment, Pollution Prevention, and Private Sewer Lateral (PSL) Programs. This position is key in ensuring that discharges released into EBMUD’s interceptor system are protective of EBMUD’s treatment processes and the environment, and meet all aspects of EBMUD’s Wastewater Control Ordinance and the Clean Water Act. The position also oversees implementation of the Regional PSL Ordinance to reduce wet weather flows from inflow and infiltration in compliance with EBMUD’s Federal Consent Decree.
Typical duties may include:
Planning, assigning, directing, instructing, training, and reviewing the work of subordinate staff and other employees involved in implementing pretreatment, pollution prevention, and PSL activities and other projects.
Coordinating work unit activities with other work groups and with representatives of outside agencies and organizations.
Developing and implementing efficiencies for program activities.
Developing key partnerships to advance EBMUD goals.
Managing interagency contracts for fats, oils and grease (FOG) and PSL program support.
Managing technical studies and compliance requirements.
Reviewing staff recommendations for enforcement actions and remedial measures that must be taken by commercial and industrial facilities to achieve compliance.
Reviewing staff recommendations for unusual PSL cases and requests for relief from PSL requirements.
Leading the preparation and presentation of comments at enforcement hearings regarding EBMUD’s pretreatment requirements.
Developing (or overseeing) projects to ensure EBMUD management of pollutants of concern such as PCBs, mercury, pharmaceuticals, and other emerging contaminants.
Managing the wastewater capacity fee program.
Developing and recommending rates for pretreatment, pollution prevention, and PSL program activities.
Reviewing proposed legislation and new state/federal discharge regulations to identify impacts to EBMUD’s NPDES permit compliance and demands on EBMUD resources.
Preparing and monitoring the section budget.
Engaging in industry association projects and conferences.
Interacting with EBMUD customers.
The ideal candidate has strong communication skills, and knowledge and experience in the following areas:
Implementing a Pretreatment Program pursuant to federal requirements.
Building effective professional relationships, and collaborating with partner agencies and organizations to implement joint programs.
Managing and supervising a diverse team.
Coordinating execution of work across multiple business units.
Providing outstanding customer service.
The salary range is $10,013 per month increasing to $10,514, $11,040, and $11,592 after 6, 18, and 30 months, respectively.

A bachelor’s degree in biology, environmental science, industrial or general engineering or a closely related field; and
Four years of experience in environmental investigation and reporting, wastewater treatment, wastewater process evaluation or monitoring of wastewater discharge compliance.
