Job Description
Manages, plans, and supervises the activities of the Public Utilities Department, which provides water and sanitary sewer service to over 175,000 metered customers and a service population of approx. 435,000 including the retail service areas of Raleigh, Garner, Rolesville, Wake Forest, Knightdale, Wendell, and Zebulon. Responsible for the overall direction and management of nine divisions: Administration; Construction; Meters; Reuse; Sewer Maintenance; Warehouse; Wastewater Treatment Plants; Water Distribution Maintenance; and Water Plants. Oversees the status of the City’s water and sewer systems of approximately 2,300 miles for each and numerous system-wide capital construction projects; and ensures regulatory compliance and operation of two water plants with a combined capacity of 100 MGD and three wastewater treatment plants with a combined capacity of 65 MGD. Oversees the self-supporting enterprise budget for all departmental operations. Prepares reports and recommendations for the City Manager and the City Council. Serves on multiple local, regional and statewide interagency committees to provide leadership, guidance and representation in the planning and implementation of various projects and related initiatives in municipal government and environmental protection. Reports to the City Manager. $141.3 million annual operating budget; $927.4 million 10-year capital improvement program budget; 571 budgeted staff positions.

Requirements
10 years of progressively responsible experience in water and sanitary sewer system utility operation and financial management, engineering design and construction. Comprehensive knowledge of business principles and techniques of administration, organization, and management to include in-depth understanding of key business issues and best utility business practices that exist in the industry. Substantial record of environmental responsiveness and achievement. Master’s degree in Civil Engineering or Environmental Engineering, or related field. Professional Engineer license.
